I just updated my game called Deluxe Pacman 2, programmed with Allegro 5 in C using Code::Blocks (MinGW) on Windows 7.

This is a free download, the full version of the game as is so far. It is complete now, though there is more I may add to it in the future.

My older Deluxe Pacman 1 is also there for Windows and even a DOS version.

Both games come with a level editor.
