Damn, that is pretty cool.
Wow last time I saw this I thought it was fake.
Wow that is f'n bad arse!
There was another game that had perspective changes like that...
It had a 3D perspective and other 2D ones, and you had to be in a certain perspective to pass because the physics changed a bit (when things appeared closer they were) I wasn't a shooting game though and I don't remember the name...)
Paper Mario anyone?
I didn't think they meant Fez, because there is no change in physics. Fez can be found here. I am hanging out for the game, it looks fantastic.
Countdown to C&D letter begins... now.

Crush, perhaps?
Or echochrome. Awesome as well.
Or perhaps Miegakure.
Does it use Allegro?
Edit: I agree that it looks really cool. I'm surprised someone didn't patent the idea of a game like that...
The camera is stiff and seems to be uncontrollable, making it look rather bad in my eye. The flat sprites clash with the 3D background. I am not really sure what the innovation is here, there have been 3D platformers before... Crash Bandicoot alternated between perspectives in a similar fashion, and it used it to enhance gameplay. In this demonstration this just looked like a gimmick however.
The co-op segment was cool however. Leave that part in, and trash the 3D aspect.
I've had a couple ideas like this. So long as it plays well, that's the most important part.
I actually like the 2D/3D aesthetic.
Looks like it is a Super Mario Paper clone ^^
I tried Paper Mario (Wii version) and the "2.5" view was so annoying I put it down after 15 minutes and never returned. This Mega Man video looks just as lame.
gnolam is absolutely right about the Cease and desist letter.
The programmer is obviously very talented. He probably spent
hundreds of hours on this.
If he had just made up an original character and name , he would have
something great. Now if he is not the copyright holder of Mega Man it's
just going to be lawyers lawyers and more lawyers.
He can always get some artists to whip up some characters and levels, change it from Mega Man to Uber Man.

Yes, but it would be just another of thousands of indie games. This way he draws attention based on the name, and can change it later if he wants to. A cease and desist letter would probably help him, as it will bring even more attention to his game.

Or it would hurt him in the long run if he becomes a very successful game designer earning lots of money, as it will taint his past and maybe open up for a real suit (to get a part of his money). Especially since he's using his real name.
You can't sue way after the fact like that. Maybe if he makes another MegaMan game
In order to keep your copyrights you have to actively protect them ASAP. If he doesn't get sued (or at least if no c&d letter is sent out), the people owning the copyright loose it for all intents and purposes. That means they have to do it now, not later.
