How can I dynamically change a timer's delay while it's on, do I have to stop it first or is there another way?

I'm trying to make a Cellular Automaton and I want to be able to change the rate at which "time" passes.

al_set_timer_speed for a5.

Yes. There's a way of doing it with A4 too I believe. I've done it before for a fast forward key. Might not be as simple, I don't remember.

Don't worry, fortunately I'm using A5.
