For research, I'm looking to get a complete list of the random hackathon rules (edit: including unused ones) that are used for SpeedHack, TINS, or any other hackathon.

Anybody know where I can get any of this kind of data?

Here is my list of TINS rules up to 2020. The list includes some speedhack rules as well, but that's a coincidence really.

Genre:

#??? theme: planet mars # used in TINS 2003
#20 artistic genre: parody # used in tins 2005
#56 theme: time (travel) # TINS 2006
#43 theme: garbage # used in tins 2007
#73 Genre: destruction - destroying stuff should be a big part of the game. Even if not caused by the player (maybe you need to prevent it from happening), destruction needs to be happening all around, all the time, and not necessarily for good reasons. # TINS 2008
#90 Deities & Demigods: The player characters are all gods or other divine beings, doing the kinds of things gods do. # TINS 2010
#79 theme: creative anachronism: combine two elements that are obviously from different time area's # TINS 2012
#89  Craftsmanship: The game is centered around crafting items out of components.  Tins2016
#119 Theme: Doctors & Health Tins 2017

Bonus rules:

#1 Act of Dog: The Act of Dog is designed as a get-out clause for not implementing one or more of the requirements - providing that the entrant can come up with a extremely good explanation for not doing so. And when I mean good, I'm talking watertight. If I can find a way through it, then I will. Lame excuses will be not be accepted, and may result in public embarrassment for the entrant concerned. Successful attempts at 'social engineering' will give you a waiver. All 'Acts of Dog' must be negotiated with me via Email before the entry is submitted on Monday morning. Humour (of all grades) may be employed in your argument. Other techniques (underhand or otherwise) will have varying levels of success. Send all petitions to arron@ashutt.demon.co.uk with good reasons, bribes, incriminating evidence and pitiful pleading. Judgement will be as swift as the organiser sees fit. # TINS 2006
#7 Act of Letterman: the game makes fun of its creators # TINS 2008
#9 Act of Guttenberg - swap a rule for a rule of an earlier competition, if you re-use code from an entry from that competition (not your own).  You can apply this rule several times if you re-use code from several entries. # TINS 2012
#3 Act of Formaldehyde: you can opt out of a rule if instead you decide to follow three other rules from a previous speedhack/TINS. The rules page containing those rules should still be up for all to see. # TINS 2016
#4 Act of Youtube: you can opt out of a single rule if you make a video related to your game in any way and publish it before the deadline of the competition (on whatever you like, Youtube is not a must). It could be a gameplay demonstration video, a time lapse of your code's screenshots, a video of your workplace for the game or even a video dancing like a chicken while screeching "hi, my game is good". It needs to be explicit that the video was done for this game (and not just for anything you might had done before). TINS 2017
#9 Act of monkey - you may replace any rule by a rule that has the opposite effect TINS 2020

Are there databases with all the unused rules as well?

I've made a google sheet with the data here. I'll message Matthew to see if he has an SQL dump. But I don't know if he gets PMs tho.
