What compiler are you using?

I made binaries for Allegro 5.1.9 using MinGW 4.8.1 a while back, and I also offer a working distribution of MinGW 4.8.1 by itself. Taken together you can compile allegro projects out of the box by setting the include search directory, including the appropriate allegro5/allegro.h headers, and then setting the link search directory and linking to the desired version of allegro as well as the rest of the necessary libraries. The Allegro binaries come with precompiled versions of all the allegro 5 dependencies as well such as libz, libpng, physfs, ogg, vorbis, theora, openAL, Freetype 2, FLAC, and DUMB.

Note :
I haven't gotten much feedback whether they work or not, so if they give you problems let me know and I will try to fix any issues that come up. It should Just WorkTM.
