So I made this:

Hmm. Allegro Attachments scaled it down; and not just the thumbnail.
It was actually 1600 x 1200 :P
Also Photoshop - 5min.

Looks like you started with a gradient and applied a rippled filter to it.

Yup, what you got! I've been doing that for years.

EDIT: My other laptop (with the burned CCFL tube) has it.

I tried it myself and got nothing like it.
Also a filter couldn't do all the subtleties in there.

So use a compatible image editor to edit the colors :P
I like the colors, though. I have other backgrounds with different colors in my Deviant Art Page.

...Wait so you did or didn't do something other than hue adjusting?
I didn't think a hue change would reveal variations in brightness.

What program did you use to edit the hue?
I haven't even tried it myself, but it's weird how changing the hue only reveals/removes things in the picture.
